Katherine Monahan

Katherine (Kemy) Monahan is the Chief of the Hague Intercountry Adoption Convention Implementation Unit of the Department of State’s Office of Children’s Issues. As the U.S. Central Authority for the Convention, her office is responsible for implementing the Convention for the United States. Ms. Monahan previously served as Embassy adoption officer in Warsaw, Poland. She also served in Mexico and Japan. Her work in Japan included service as a Mombusho English Fellow, an economic analyst, and Deputy Treasury Attache in the U.S. Embassy. Ms. Monahan holds degrees from Georgetown University’s School of Foreign Service and University of California’s Hastings School of Law. She practiced law with the firm of LeBoeuf, Lamb, Greene and MacRae. She speaks Japanese, Spanish and some Polish.
